FUNDING ISLA VISTA PROJECTS FROM REGENTS APPROPRIATIONS
I. PURPOSE AND SCOPE:
This procedure establishes guidelines with regard to submittal,
evaluation, approval and implementation of Isla Vista services,
projects or programs that are requesting financial support from the
annual Regents' appropriations for Isla Vista.

III. PROCEDURE:
A. Submittal of Requests:
All request should be submitted to the Vice Chancellor, Student
Affairs. Each request must include a detailed budget, listing
specific items of expenditure. Also to be taken into account
should be (1) a plan for continuation of funding, if Regents
funds are no longer available, (2) the University's legal,
social and political involvement limitations in Isla Vista, and
(3) checks and balances to meet possible audits by many outside
groups.
B. Evaluation of Requests:
The Office of the Vice Chancellor, Student Affairs, in
reviewing proposals, will consider such factors as cost/benefit
implications, its relevancy to the UCSB-Isla Vista community,
its impact and effectiveness upon the community, how the
program will be managed, and whether the justification is
sound. In every case, the limitations imposed by The Regents
will be considered. If, in the opinion of the Vice Chancellor,
a specific request involves the County of Santa Barbara or
other public or private agencies in any manner, appropriate
representation will be sought to participate in discussing that
particular proposal. Proposals will be evaluated according to
the following criteria:
1. The probability of permanency and self-sufficiency.
2. The spread of benefits to the entire community.
3. Reasonable cost.
4. The potential of contributing significantly to long-term
stability of the community.
5. The contribution to student welfare.
C. Financial Limitations:
1. Political Activities:
a. Funds will not be provided for funding of any
partisan political activities.
b. The University's contributions shall not be diverted
to partisan political purpose.
c. Individual programs of Isla Vista groups that relate
to the social, psychological, and physical
improvements or needs of the broader community will
be considered (e.g., Pet Commission, drug education).
2. Competition:
a. University funds are not to be used to compete with
local business (i.e., Isla Vista, Goleta and/or Santa
Barbara) if such private business can provide
sufficient services.
b. Funds may not be used to duplicate University
services.
3. Money allocated for a specific project and not fully
expended when the project has ended will revert to the
Isla Vista Administration budget for allocation to other
projects.
D. Approval of Requests:
After approval by the Vice Chancellor, Student Affairs, the
proposal will be sent (1) to the appropriate campus committee
if necessary (e.g., Physical Planning, Transportation, or a
committee of the Academic Senate) for its recommendations
and/or comments, and (2) to the Chancellor, who, after receipt
of the proposal or comments, will determine if a particular
program has met the recognized criteria.
E. Implementation:
After approval by the Chancellor and release of the funds,
it will be the responsibility of the Vice Chancellor, Student
Affairs, to review and establish with the requesting agency the
procedure for implementation of the project:
1. Purchases:
a. In general, supplies, materials and equipment will be
authorized for purchase and ordered according to UCSB
Policy 5533 and delivered or otherwise made available
to the project director. Receipts for such purchases
must be obtained.
b. Equipment purchases such as typewriters, furniture,
etc., will be placed on University inventory and will
be considered University property. If an agency has
no further use for the equipment, it must be returned
to the University, to be utilized if possible by
other Isla Vista projects.
2. Personnel:
Hiring of personnel may be handled in any one of the four
ways, as follows:
a. If the agency approved for funding has the mechanism
already established to implement Federal and State
labor payroll requirements, such as unemployment
insurance, workers' compensation insurance, Federal
withholding tax, etc., the University may reimburse
that group for personnel services approved by the
grant.
b. An agency approved for funding may contract with an
organization, such as Manpower or Western Temporary
Services, to provide the necessary payroll and
employee benefit services that the University must
insist upon when personnel for various projects are
used.
c. Personnel may be put on the University payroll,
assigned to work under the direct supervision of the
project's director. Necessary forms for employment
will be made available by the Office of the Vice
Chancellor, Student Affairs, and must have signature
approval by the Project Director and authorized
personnel in the Vice Chancellor's office before
hiring.
d. Independent Consultant Agreement forms may be used to
contract specific services for a fixed amount of
reimbursement and time, in accordance with UCSB
Policy 5260 and Policy 6265.
3. Progress and Final Reports:
a. The Project Director will submit to the Vice
Chancellor, Student Affairs, regular reports (if the
project is on a continuing basis) or progress reports
noting receipt of services, budget information, and
what success the project has received in implementing
the proposal request. Due dates for these reports
will be established and made known to the Project
Director by the Vice Chancellor, Student Affairs.
b. The Vice Chancellor, Student Affairs, is required to
report periodically to the President of the
University, via the Chancellor, as to the progress
and effectiveness of the total Isla Vista program
funded by the Regents.
F. Research:
It was the intent of The Regents that certain of the funds be
set aside for research that would benefit Isla Vista-UCSB
relations. Academic departments or individual faculty members'
proposals will be reviewed by the UCSB Contracts and Grants
Office.
