II. POLICY:
A. Responsibility:
All prospective employees of the University (other than aliens
lawfully employed), whether or not they are to receive
compensation, must sign the State Oath of Allegiance
(Attachment A) before commencing the duties of their University
employment. It is the responsibility of the hiring campus
department to assure that the Oath is signed.
B. Reappointments or Returning Employees:
A former employee who is re-employed more than one year after
the date he last signed the Oath is required to execute a new
Oath before entering upon his duties. Likewise, because of the
break in both pay period and service period, Teaching
Assistants, Teaching Fellows, and any other appointees to be
paid with fewer than twelve checks during the academic period
of one year will be required to sign the Oath each time there
is a reappointment, unless the reappointment is for a period of
employment commencing within one calendar year from the date on
which the appointee last executed the Oath in connection with
University employment.
C. Service Prior to Oath:
Employees who render service prior to signing the Oath may not
be paid salary or wages for that service. Monies owed the
employee may be paid only on approval of the Chancellor, via a
damage payment request from Sub-3 funds, providing the employee
executed a valid Oath upon being advised of the Oath
requirement. (A damage payment constitutes settlement of a
claim based upon the University's negligence, not compensation
for services rendered.)
D. Irregularities:
Any alteration made by prospective employees in the text of the
Oath or prospective employees who question the manner of
signing or decline to sign the Oath must be referred to the
Personnel Office.
