  II.  POLICY:
  
       It is the policy of the University to provide employees with career
       development opportunities in order to improve their service to the
       University and to assist them in obtaining advancement by merit
       within the University. It is the responsibility of department heads
       and supervisors, in consultation with the Assistant Vice Chancellor,
       Staff Personnel, or his designee, to assess needs for staff
       development and to consider employment development. Staff Personnel
       Policy 260 is implemented through any one or a combination of the
       following procedures:
  
       
       A.   Reduced Fee Enrollment for University Courses (see Policy
            5805):
       
            The University extends to its employees the benefit of
            enrolling in regular University courses at a reduced fee. This
            benefit does not apply to University Extension or Summer
            Session courses. This benefit permits employees to satisfy
            their educational needs in areas of special interest; it may
            also be used in connection with specifically work-related
            career development programs. The course does not necessarily
            have to be career- or positionrelated; if the course is not
            career- or position related, time off must be vacation time or
            other time-off-without-pay. If the course is specifically
            position- or career-related, see paragraph II.B. below.
            Regular-status University employees may register for regular
            University courses at one-third the usual University
            Educational and Registration Fees, plus applicable campus fees
            provided that the employee:
       
            1.   Has been admitted to the University under regular
                 admission procedures;
            
            2.   Is not subject to non-resident tuition;
            
            3.   Enrolls for no more than 3 courses or 9 units, whichever
                 is greater;
            
            4.   Has been a regular-status employee six months prior to the
                 latest date that registration will be accepted; and
            
            5.   Has departmental approval.
  
       B.   Reimbursement of Fees (see Policy 5810):
       
            As an aid to employee development, UCSB may reimburse employees
            interested in improving job performance and/or preparing for
            increased responsibilities through participation in position-
            or career-related courses. Total fee reimbursement for any
            course at UCSB, University Extension, Santa Barbara City
            College, or any other approved educational source may be
            authorized and paid for out of appropriate departmental funds.
            Payment may be for total or partial cost. Total fee
            reimbursement is appropriate only for position- or career-
            related courses, seminars, or workshops. Full-time employees
            may be granted time off with pay by the department head with
            the concurrence of the Assistant Vice Chancellor, Staff
            Personnel, or his designee, provided that the course is
            position- or career-related. It is possible to take advantage
            of both the reduced fee enrollment and fee reimbursement if the
            course is position- or career-related.
       
       C.   Prepayment of Class/Seminar/Workshop Fees (see Policy 5820):
       
            When necessary, departments may request approval to advance
            departmental funds for payment of classes, seminars and
            workshops which are position-related. Employees are not
            expected to make up the time spent in the seminar/workshop.
       
       D.   In-Service Training (see Policy 5815):
       
            The Employee Training and Development Program, administered by
            the UCSB Staff Personnel Office, provides classes which are
            designed to improve employee skills, including training in
            departmental and University policies and procedures,
            supervisory development, management concepts, and educational
            development opportunities. Employees may enroll in Employee
            Training and Development classes with the approval of their
            departmental head. Employees are not expected to make up the
            time spent in class.
