                        BIOLOGICAL SAFETY

  II.  POLICY:
  
       The University shall maintain as safe and healthy an environment as
       is reasonably feasible for its students, faculty, staff and visitors
       by:
  
            Conducting all operations and activities which are under its
            aegis and which involve biohazardous materials in a safe manner
            to minimize the risk of injury to people, animals, and the
            environment.
            
            Complying with applicable regulations, safety and health
            consensus standards, and practices generally accepted by
            experts in the field.
       
  III. DEFINITION OF RESPONSIBILITIES:
  
       The Biosafety Committee is responsible for establishing procedures
       which enable UCSB to meet regulations and university policy
       governing the use of biohazardous materials. The committee is
       charged with reviewing and making recommendations on the Biological
       Safety Program (BSP). A brief description of BSP elements can be

       Environmental Health and Safety will inspect, evaluate and provide
       technical assistance to departments to assure university compliance
       with established procedures and the BSP.
       
       Departmental chairpersons and unit managers are responsible for
       promoting knowledge of the BSP and for assuring principal
       investigators know and carry out their responsibilities.
       
       Principal Investigator and line supervisors are accountable for
       ensuring compliance with established procedures and the BSP in all
       activities under their control.
       
  IV.  PROCEDURE:
  
       All activities which involve the use of biohazardous material and
       which are under the aegis of the University of California, Santa
       Barbara shall be authorized by the Biosafety Committee.
       
       Authorization to conduct a project involving biohazards may be
       requested by submitting a protocol to the Biosafety Committee c/o
       the Biosafety Officer, Environmental Health and Safety. On the
       approval of the committee, the Biosafety Officer will sign the
       authorization and return it to the requesting principal
       investigator. Neither procurement of biohazardous material nor work
       involving biohazards are to commence unless and until the
       authorization is approved and on file in the Environmental Health
       and Safety Office.
       
       Once authorized, activities shall be conducted in compliance with
       the provisions of the UCSB Biological Safety program (BSP), and will
       abide by the regulations, guidelines, standards, and recommendations
       of the Biosafety Committee, and state and federal agencies.
