                    UCSB AFFILIATION AGREEMENTS
   
   I.   REFERENCES:
        
        A.   Standing Order 100.4(cc)(6) of The Regents of the University of
             California, concerning affiliation agreements with other
             institutions or hospitals.
        
        B.   President Saxon to Chancellors, et al., Delegation of
             Authority: To Execute Certain Affiliation Agreements, October
             3, 1975.
        
        C.   Chancellor Huttenback to Associate Vice Chancellor Marcus,
             Delegation of Authority: To Execute Certain Affiliation
             Agreements, July 1, 1985, and subsequent Santa Barbara campus
             delegations.
        
        D.   Regulation No. 750 of the University of California Academic
             Senate, as revised, regarding status of persons in charge of
             courses.
   
   II.  POLICY:
   
        A.   Definition:
        
             An affiliation agreement is a contract with a non-UC
             agency/institution involving an obligation and commitment in
             support of an academic program either at UCSB, or another
             institution or hospital. There may or may not be a financial
             obligation.
        
        B.   Background:
        
             UCSB affiliated with organizations such as hospitals,
             educational institutions, governmental agencies, community or
             public service groups, and similar organizations to provide for
             the training of UCSB students at those organizations, the
             training of students from other institutions at UCSB; and to
             further the educational, public service, or research mission of
             the University.
        
             A written agreement is entered into between UCSB and the
             affiliating organization to address issues such as liability,
             financial support, academic supervision, and faculty
             appointments.
        
        C.   Authority:
        
             Agreements involving either a commitment to a program not
             previously approvad or direct financial commitment by the
             University must be approved and executed by The Regents. The
             President's authority to execute all other affiliation
             agreements has been delegated to the Chancellor, with
             subsequent redelegation to Contract and Grant Officers.
        
             All proposed agreements must be reviewed for legal form by the
             Office of the General Counsel.
        
        D.   Responsibilities:
        
             A written affiliation agreement setting forth the relationship
             between UCSB and another organization shall be established
             whenever a campus unit is involved in (a) training of UCSB
             students by an organization other than the University of
             California, (b) training of UCSB students by UCSB faculty at a
             non-University of California facility, (c) training of non-
             University of California students at UCSB, or (d) sharing of
             resources which furthers the educational, public service, or
             research goals of the University of California.
        
             (Note: when UCSB students are to be trained by an organization
             other than the University of California, personnel responsible
             for the training are to be appointed to the faculty of the
             University in accordance with Academic Senate Regulation 750.)
   
             1.   The academic department or administrative unit sponsoring
                  the student or training program prepares a Request for
                  Affiliation Agreement (ORDA Form 600) describing the
                  affiliating agency, program concept, prior involvement in
                  activities of a similar nature (if any), anticipated
                  academic and fiscal impact, UCSB personnel involved,
                  nature of the involvement of non-UCSB personnel, and other
                  relevant supporting detail. The Request must be endorsed
                  by the Provost/Dean of the School or College or appropri
                  ate Vice Chancellor, and submitted to the Office of
                  Contract and Grant Administration for processing.
             
             2.   The Office of Contract and Grant Administration reviews
                  the Request for completeness and submits it to the Office
                  of The Vice Chancellor for approval.
             
             3.   The Vice Chancellor reviews the Request for acceptability
                  of concept, appropriateness of any proposed faculty
                  appointment of non-UCSB personnel who will be responsible
                  for training UCSB students, adequacy of academic
                  safeguards with respect to the supervision and scope of
                  training of UCSB students, fiscal implications, and
                  consistency of the program with the overall academic plan
                  of the department or administrative unit. An approved
                  Request is returned to the Office of Contract and Grant
                  Administration; a Request not approved is returned to the
                  academic department or administrative unit with an
                  explanation of the reason for denial and the Office of
                  Contract and Grant Administration is notified.
             
             4.   The Office of Contract and Grant Administration determines
                  if a written agreement is necessary. If so, in
                  consultation with the academic department or
                  administrative unit, the Office of Contract and Grant
                  Administration drafts an agreement, negotiates the terms
                  of the agreement with the affiliate, obtains all necessary
                  approvals, and, following discussions with The Vice
                  Chancellor and General Counsel as necessary, determines
                  whether the affiliation requires Regental approval. If
                  Regental approval is not required, the Office of Contract
                  and Grant Administration executes the agreement and
                  distributes the copies. If Regental approval is required,
                  the Office of Contract and Grant Administration prepares
                  The Regents Item for review and submission, via the
                  Chancellor, to the Office of the President.
