Disposal of Inventorial Equipment | Disposal of Non-Inventorial Equipment & Property | Purchase Surplus Property

Surplus property is defined as property that is obsolete, damaged, unusable or excess to a department's need.

The department head has the authority to declare University property assigned to their custody as excess to their department's needs.

Central Stores has the responsibility to dispose of UCSB's excess and surplus property, and is delegated the authority to establish suggested selling prices or advise departments how to establish fair market value.

Methods of Disposal:

  • Sale

  • Donation

  • Scrap, salvage or recycle

  • Trash

Central Stores will be happy to work with you to determine the most efficient and economic method of disposal suitable to the item(s) involved.

All disposals must be conducted according to University policy and guidelines as set forth in Business & Finance Bulletin BUS-38, "Disposal of Excess Materiel and Transfer of Federally-Funded University-Owned Material."

If the surplus property is inventorial, approval by the Equipment Management department is required prior to disposal. Sales of property originally acquired with extramural funds must comply with the specific terms of the relevant contract or grant. See DISPOSAL OF INVENTORIAL EQUIPMENT below.

The procedure varies for disposal of inventorial and non-inventorial property. See below for complete processing instructions.

DISPOSAL OF INVENTORIAL EQUIPMENT

  1. Determine whether the property is inventorial equipment. Generally, an item of equipment is inventorial if it has a value of $5,000 or greater; (it usually has a UCSB PROPERTY TAG affixed to it.)

    Not all items of equipment with property tags, however, are inventorial. Prior to July 1, 2004 the equipment threshold was $1,500 and many departments have not removed tags from older items that are no longer inventorial.

    In order to be certain that an item of equipment with a property tag is inventorial, either (a) locate it on a printed copy of your department's inventory (EQ920); (b) look it up on-line in CATS; or (c) contact Equipment Management, x2389.

  2. Verify that each item of inventorial equipment (a) belongs to your department (you cannot dispose of another department's equipment) and (b) has UC title (you cannot dispose of federal or other non-UC title equipment without written approval from the agency which holds title to it).

    Custody and title can be verified by using any of the three methods listed under 1 above.

  3. If the property is inventorial equipment, it belongs to your department and has UC title, complete an Excess and Surplus Property Disposal (ESPD) form (pdf format) listing all items of inventorial equipment. Directions on completing the ESPD form are found at the Equipment Management website.

    Please indicate any special instructions or conditions on the form. For example: contact telephone number, minimum sale value, and requests for donation.

  4. After completing and signing, send the Excess and Surplus Property Disposal form to Equipment Management. They will review it for accuracy, and forward the form to Central Stores. For Equipment Managment's address, click here.

  5. Furniture Services will then call your department to coordinate pickup. There is a charge for pickup (Furniture Services recharge rates). If desired, departments may bring items to Central Stores after the Excess and Surplus Property Disposal form has been received in Central Stores. There is no charge for departments to drop off surplus property. Please make sure you include a copy of the Excess and Surplus Property Disposal form with any property you drop off.

  6. If surplus equipment is sold, proceeds from the sale are returned to the department in accordance with a sliding scale percentage approved by the Campus Income and Recharge Committee. No money is returned for sales of less than $75.00.

DISPOSAL OF NON-INVENTORIAL EQUIPMENT AND PROPERTY

If surplus property is non-inventorial (no UCSB property tag and/or value of less than $5,000) departments have more discretion as to the methods of disposal:

  1. While a department may not sell its own surplus, non-inventorial and non e-waste items may be trashed or recycled by the department.

  2. Furniture Services will pick up surplus non-inventorial items for departments and dispose of them by sale, trash or recycling. To request this service, submit a Furniture Services Requisition (pdf format) form to Central Stores. Furniture Services will then call your department to coordinate pick up. There is a charge for this service. (Furniture Services recharge rates).

  3. Departments may bring non-inventorial items to Central Stores, after coordinating delivery with Jeff Goldmann in Furniture Services (x2732). There is no charge for departments to drop off surplus property.

  4. Disposal of non-inventorial surplus property is at the discretion of Central Stores, with an emphasis placed on recycling as much as possible. Generally, if any of these items are sold, no money is returned to the department.


PURCHASE OF SURPLUS PROPERTY
